Committee takes first read on reserve policy after debate over 8% target and "extraordinary" uses

One committee member said a window might provide needed flexibility given that the district serves two towns with different reserve practices; another argued a single target is more administratively straightforward and consistent with auditor expectations. The draft also includes language allowing use of stabilization funds to offset operating budgets or to designate funds for capital projects if reserves exceed 8%, and members asked that the policy subcommittee clarify whether those lines are limiting or illustrative.

Members asked subcommittees (policy and finance) to refine the draft language and return recommended edits; the chair noted the first read accepts the draft for public circulation and feedback and set a timetable for subcommittee review so a second read can occur in November.
