Eastford Board accepts roof/PV project as complete, updates Title IX policies and calendar

The Eastford Board of Education on Aug. 22 accepted the completion of a state-funded roof and photovoltaic project at Eastford Elementary School and approved several routine and policy items as part of its start-of-year meeting.
The board voted unanimously to accept State Project 039‑0015 RR/PV at Eastford Elementary School, located at 12 Westford Road, for a total cost listed in the minutes as $397,553. The motion to accept the project was made by Robert Ellsworth and seconded by Michael Bilica.
In the meeting’s opening, Board Scholarship Committee chair Terry Cote and Principal Carole McCombe presented certificates to local recipients of Community Foundation of Eastern Connecticut and Hartford Foundation for Public Giving scholarships, recognizing students for academic achievement and community service.
Superintendent Dr. Donna Leake outlined district priorities for the 2024–25 school year, saying administrators are working to fill staffing and contracted services needs, address mold remediation in the lower level of the building, and complete a paving project. She also reported the after‑school program has grant funding for the coming year and that the Board of Selectmen approved allocation of allowable educational expenditures.
On safety and regulatory items, the board unanimously approved submission of the 2023–2024 drill log to the Connecticut Department of Emergency Management and Homeland Security (DEMHS).
The board also approved the 2024–2025 bus routes as presented and moved to replace two board policies — Policy 4126/4226 (personnel) and Policy 5152 (students) — with the Shipman & Goodwin model policy titled “Prohibition of Sex Discrimination, Including Sex‑Based Harassment” to align board policy with Title IX of the Education Amendments of 1972. The personnel policy motion was made by Lauren Barlow and seconded by Robert Ellsworth; the student policy motion carried on the same motion/second pairing.
Additionally, the board approved revisions to the 2024–25 school calendar to add two early‑release days for professional development on Oct. 11, 2024 and Feb. 14, 2025 (motion by Michael Bilica; second by Jessica Perry).
Financial materials — June and July 2024 disbursements, the FY 2024 financial summary and the July monthly summary — were received by the board; no budget transfers were reported. Committee updates included a Woodstock Academy search committee report and a note that EastConn is facing fiscal challenges and a CFO transition.
