Investigators recommend Dante Regalado as suitable qualifier for Win Mass LLC, commission moves to deliberate

The Massachusetts Gaming Commission heard evidence on Nov. 3, 2025, regarding whether Dante Regalado is suitable to serve as an individual qualifier for Win Mass LLC, which operates Encore Boston Harbor. After the Investigations & Enforcement Bureau presented its investigative report and recommendation, the commission moved to private deliberation and said it will issue a written decision.
The IEB, represented by attorney Deandra Franks, told the commission it conducted identity verification, financial and criminal-history checks, litigation reviews, checks for prohibited political contributions in Massachusetts, and interviews. "The investigation did not uncover any derogatory information that would indicate that Mr. Regalado lacks the requisite financial stability, integrity, and background to be deemed suitable," Franks said, and recommended a positive determination of suitability.
Franks summarized Mr. Regalado's professional background for the record, saying he has served since November 2023 as chief information officer, North America, for Win Resorts Limited and oversees IT operations, cybersecurity, shared services, data and analytics, artificial intelligence, and project management functions. Franks also told the commission that Mr. Regalado's application materials were complete, that he cooperated with supplemental requests, and that investigators confirmed approval of his Nevada gaming license on Sept. 26, 2025.
Defense counsel Jed Nosle stipulated to the IEB investigative report as an exhibit. Nosle told the commission his client would rely on the stipulated report and made Mr. Regalado available for any questions. Mr. Regalado addressed the commission directly, saying he was "extremely pleased to be in front of you today" and that he was "open for any questions." The commission posed no questions to the parties during the public session.
Chair Jordan Maynard explained the procedural rules and statutes governing the hearing, including the suitability standards in chapter 23K of the Massachusetts General Laws and relevant CMR provisions, and noted that portions of the hearing could be closed if sensitive personal or proprietary information warranted it. After the parties gave brief closing remarks, the commission moved into private deliberations to decide the matter and said a written decision will follow.
No formal vote or final determination was announced during the public session. The public record for the hearing includes the notice of hearing (Oct. 1, 2025) and the IEB investigative report (Oct. 1, 2025), both admitted into evidence during the proceeding.
