St. Martinville council approves hires, recreation spending, DOTD agreement and retroactive pay raises

The Mayor and City Council of St. Martinville met Sept. 18 at City Hall and approved a slate of routine municipal measures, including a personnel hire, recreation spending, a DOTD maintenance-agreement amendment and city employee pay increases.
Mayor Jason Willis presided. Councilman Mike Fuselier moved to approve the minutes of the Sept. 5 meeting for publication in the Teche News; Councilman Flo Chatman seconded and the motion carried. The council also accepted the Louisiana Audit Compliance Questionnaire for the fiscal year ending June 30, 2023 after a motion by Fuselier and a second by Councilman Carol Frederick.
On personnel, Chief Ricky Martin recommended hiring Brandon Simon as a full-time, non-post certified police officer at $14.10 per hour, with a start date of Sept. 27, 2023; the council approved the hire. The council authorized Mayor Willis to sign Amendment #1 to the maintenance agreement with the Louisiana Department of Transportation and Development (DOTD) for mowing and litter pickup for the fiscal year ending June 30, 2024 after a motion by Fuselier and a second by Chatman.
The council approved expenditure of Recreation Bond Funds totaling $5,198.00 to paint two pickleball courts and install sleeves and nets; the minutes record Home Improvement Specialties as the lowest bidder at $3,800.00. At the request of Mayor Willis, adoption of the Capital Outlay Priority List for 2024–2025 was tabled while council members submit recommended projects for funding consideration.
On employee compensation, the council approved pay increases for city employees as presented, retroactive to July 26, 2023; the motion was moved by Fuselier, seconded by Chatman, and carried with Councilman Janise Anthony recorded as abstaining. With no further business, the council adjourned.
