Town Dock sonar assessment proposed; Duck Island breakwater planning may be limited by Army Corps jurisdiction

Committee members discussed the status of planning funds for the Town Dock and the Duck Island breakwater at the April 14 meeting. The Connecticut Port Authority’s Small Harbor Improvement Program provided $75,000 for planning and permitting associated with rehabilitation of the Town Dock and $200,000 for planning stages of the breakwater/seawall repair.
It was reported that the seawall/breakwater is under the jurisdiction of the U.S. Army Corps of Engineers, which may prevent the town from expending the full $200,000 awarded for the breakwater project. John Hall said Sound Engineering is requesting permission to use sonar on the town dock and bulkhead to assess thickness and strength; Peter Gillespie and Hall have reviewed the proposal and estimated that approximately $6,000 beyond the town dock grant funds will be required to complete the sonar work.
Peter Gillespie will pursue permission to reallocate a portion of the Seawall/Breakwater grant to cover the additional Town Dock work; if permission is not granted the town would be responsible for the additional cost.
