Westbrook selectmen adopt time-and-attendance changes, advance fields agreement and reappoint Energy Committee members; hear EV charging and composting updates

The Westbrook Board of Selectmen on April 14 adopted revisions to the town’s Electronic Time and Attendance Policy, advanced a Fields Use Agreement for the Shoreline Breakers and approved a slate of reappointments to the Energy Committee while hearing updates on local sustainability initiatives.
First Selectman John Hall moved to add a Sustainability Committee update to the agenda; Selectman Campbell seconded and the motion passed unanimously. The added item preceded a presentation by Chris Ehlert, chair of the Energy Committee, who reported that the committee is exploring an electric vehicle charging station in the downtown park lot and will present pricing and additional information at the Board’s May 12 meeting.
Selectman Campbell moved to accept the proposed changes to the Electronic Time and Attendance Policy as provided in the Board packet; Selectman Bialicki seconded and the motion passed unanimously. The Board voted to adopt the updated policy that was included in the meeting materials.
The Board then discussed a Fields Use Agreement between the Town and the Shoreline Breakers youth sports club. Selectman Bialicki moved to forward a copy of the agreement to the Shoreline Breakers for review; Selectman Campbell seconded. The motion passed unanimously, advancing the draft agreement to the club.
On environmental coordination, officials noted that the town, in partnership with the Lake Laconia Estates Homeowners Association, regularly treats Lake Laconia/Chapman Pond to manage aquatic plants. A copy of the All Habitat service contract was forwarded to Conservation Commission member Randy Bell. Town staff said a meeting will be scheduled with Randy Bell, Heidi Wallace, First Selectman John Hall and Todd Vigorito of the homeowners association to discuss contract details and oversight.
Ryan Engels of the Sustainable Westbrook Committee presented the committee’s recommendation for a municipal composting program; the Board scheduled further discussion of that recommendation for the May 12 meeting.
Selectman Bialicki moved to reappoint Jill Brainerd, Darlene Briggs, Chris Ehlert, Bill Fredrickson, Andrew Miesse, Ben Russell, Jeff Tindall and Richard White to the Energy Committee; Selectman Campbell seconded and the motion passed unanimously, confirming the listed reappointments.
First Selectman Hall reminded the Board that the town budget public hearing is set for April 22, 2026, and reported that Public Works/Fields staff have been preparing school grounds for the season. The Board adjourned at 6:45 p.m.
The Board will take up follow-up discussion on the EV charging station and the municipal composting recommendation at its next regular meeting on May 12, 2026.
