Board approves kindergarten-entry and orientation policy changes, tables new work-study policy pending staff clarifications

The Portland Board of Education took action on several policy items during its meeting.
Members approved revisions to policy 5112 (kindergarten enrollment and early-entry waiver). The change clarifies that a state-provided early-entry waiver will remain available through the current school year but will not be an option beginning in 2027–28. The motion to recommend approval was moved and seconded and carried on a voice vote.
The board also approved revisions to policy 9230 to reflect new state requirements that board members receive a minimal level of orientation and professional development within their first year on the board.
On policy 5113.13, a newly required work-study (employment/work-release) policy derived from model language, members raised substantive questions about implementation: how students will learn about the program, whether eligibility language (for students “on track to graduate within four years”) unintentionally excludes students in the district’s transition academy, and how chronic-absence definitions will affect eligibility. The board asked district staff (including Chuck and Kate) to present clarifications at the next meeting and tabled final action on 5113.13 until those clarifications are provided.
Board members emphasized the need to avoid inadvertent exclusionary language and asked for more detail about promotion and enrollment pathways so that policies are clear to families, school staff, and students.
Next steps: staff will bring specific clarifications about eligibility, promotion/outreach, and chronic-absence language to the next meeting; the board will revisit policy 5113.13 after that presentation.
