Council approves rezoning for 10-acre Westgate Park duplex development near State Farm Stadium

The Glendale City Council on June 23 unanimously approved a general plan amendment (R26-73) and rezoning ordinance O26-24 to permit a planned area development (PAD) titled Westgate Park, a proposed duplex subdivision east of 91st Avenue and north of Cardinals Way.
Phil Martinez, senior planner in Development Services, told the council the proposal would change the general plan designation from medium-density residential (3.5) to medium-high-density residential (8) and rezone approximately 10 acres from R1-8 PRD to PAD to allow duplexes. "The proposed general plan designation and PAD are compatible with the subject property and the surrounding area," Martinez said, adding the Planning Commission unanimously recommended approval subject to stipulated conditions in the staff report.
Patrick Brown, representing D.R. Horton Homes, said the church currently on the site "has not been operating the site and mainly been using the income from the parking from the stadium and is looking to relocate" and that the proceeds of the sale would help the congregation find a new location.
Councilmember Diana Guzman said surrounding neighbors are supportive of the project; no public opposition was raised during the hearing and the public hearing was closed before the council voted. Councilmember Leandro Baldenegro moved and Councilmember Guzman seconded approval; a roll-call vote recorded unanimous approval on both the general plan amendment and the rezoning.
Why it matters: the rezoning allows middle-housing duplex units near employment centers and adjacent to Westgate and the stadium, part of the city's stated goals to provide housing close to jobs. The ordinance and resolution include stipulated conditions from staff review and the Planning Commission.
Next steps: staff and the developer will proceed under the PAD stipulations and any required follow-up such as final engineering, permitting and coordination on church relocation and site disposition.
