Council restores council approval for department-head hires and firings after extended debate

The Ottumwa City Council voted on March 17, 2026, to amend the city code so appointments and removals of department heads require council approval, reinstating a procedure that had been changed in 2022.
Administrator Wrath presented Ordinance 3257, saying the three-part amendment would (1) clarify supervisory roles and annual evaluations, (2) require the administrator to have appointments subject to council approval, and (3) require council approval for removals except as provided by state law and allow a public hearing on appeals. Wrath said the change was intended to “reestablish a level of accountability” and provide a check on hiring and termination decisions.
Council debate was spirited and protracted. Several council members urged caution, arguing that adding council-signoff could remove a tool the administrator needs for efficient personnel management, create public personnel disputes, and risk micromanaging day-to-day operations. One councilor said: “If there’s no threat of the end result, then what good is discipline without any teeth?”
Supporters of the ordinance countered that elected officials should have a final say on high-level hires and terminations and that returning to the previous policy is a needed check for elected representatives. A proponent said the change is not an indictment of the administrator’s performance but “a partnership” that gives citizens a role through their elected councilors.
After the discussion, the council conducted a roll-call vote on the ordinance’s consideration. The recorded votes were: Council Member Duprey — yes; Council Member Cavinus — yes; Council Member Reid — no; Council Member Galloway — no; Council Member Hoffman — yes. The measure advanced on first consideration.
The ordinance will return to the council for further consideration consistent with the city’s ordinance-adoption process.
