Monroe creates facilities planning committee and authorizes school project planning for Jockey Hollow and Monroe Elementary

Monroe Town Council on May 11 adopted Resolution 26-052 establishing a facilities planning committee and approved seven initial appointments to the panel, which the first selectman described as the vehicle to consolidate earlier studies and guide short-, medium- and long-term capital work on town and school buildings.

First Selectman Terrence P. Rooney presented biographies for each nominee and said the committee will "have access to everything that they want" from prior ad hoc studies and town records, with a first focus on school facilities. The council then voted 8'to'0 to adopt the committee resolution and later passed Resolution 26-053 to designate the Jockey Hollow Middle School and Monroe Elementary roof-replacement projects as school building projects under Connecticut law and to authorize the Board of Education to pursue grants and preliminary planning.

Some public commenters had urged continuity with the earlier 19-person ad hoc committee that spent 13 months and roughly $113,000 on facilities analysis; Catherine Tolen said the absence of ad hoc members on the new panel could create 'inefficiencies' and called for at least some overlap. Elizabeth Richard likewise urged the council to add ad hoc representation and to act quickly to meet grant deadlines. Council discussion acknowledged those concerns; several members asked that ad hoc materials and recommendations be provided to the new committee and requested that the new committee actively consult with the superintendent and Board of Education.

Resolution 26-052 names Donalin Wales, a board-of-education designee Greg Beno, Samantha Spino, Dominic Panichia, Michael Vetello, Tom Delasi and Jeffrey Maderos among the initial members; biographies in the meeting record describe construction, finance and municipal experience among the appointees. The town attorney confirmed nominees meet statutory requirements for a school building committee should the committee act as such for identified school projects.

The council's action enables the facilities planning committee to prepare drawings, specifications and planning documents as appropriate and within approved budgets and state statute requirements; it also authorizes the Board of Education, acting through the superintendent, to apply for and accept grants related to the roof projects. Vote on both resolutions was unanimous, 8'to'0.
