Don Smith Jr., the project engineer for the applicant, presented revised plans for a proposed excavator and contractor facility at 1603 Monroe Turnpike and responded to staff comments on May 13. He said the package now includes an updated wetlands delineation, a larger water‑quality basin and additional planting and bank‑stabilization details intended to reduce on‑site runoff.
Commissioners and staff raised multiple technical and policy concerns. Town engineer James (professional engineer) said the existing railroad culvert and vault where a 48‑inch pipe discharges require careful attention and that repairs proposed — including a reinforced concrete slab over a stone chamber — must allow future inspection and maintenance. “With water going in and getting into all those joints, it's going to wreak havoc on that wall,” James told the commission, urging a durable and inspectable solution.
Commissioners asked the applicant to provide additional water‑quality testing at three points — at the inlet coming under the tracks, at an intermediate downstream location and at the final discharge — so reviewers can determine whether contaminants originate upstream, from the railroad corridor or from on‑site activities. Several commissioners also pointed to a numeric permitting threshold: the plan currently proposes about 59 feet of stream‑bank stabilization, a figure that keeps the project under one Army Corps permitting tier; staff said exceeding 60 feet would trigger a higher level of federal review.
Members pressed for clearer long‑term controls on outdoor materials storage, noting the plan labels storage bins for concrete, processed aggregate, pipe bedding and similar items but prohibits deicing materials in those bins. The commission asked for a site plan that pulls storage and retaining walls farther from the Halfway River where feasible; multiple members recommended increasing the vegetated buffer and reducing fill and wall height on the water‑side.
Commissioner questions also addressed runoff that enters the property from upstream drainage areas and whether the adjacent Stevenson Lumber drainage network — including a 48‑inch pipe and an additional 36‑inch line — would require capacity upgrades in future redevelopment scenarios. Commissioners asked the applicant to show the upstream drainage extent on plan sheets and to consider a larger or relocatable manhole/catch basin arrangement to allow inspection of the buried junction.
Environmental consultant Jen Beno described proposed plantings and an invasive‑species management program. The applicant revised the planting plan to add dozens of trees and shrubs and proposed a three‑year monitoring program; commissioners asked that the invasive management plan include more detail on methods and exact treatment areas, especially in the undercut bank area that showed recent erosion.
Several members of the public spoke. Neighbor William Wy asked the applicant to extend pavement down a section of access road to reduce erosion into the wetland area. Resident Paula Jelly (Jelley) raised concerns about site lighting and whether fixtures meet the commission’s requirements for limiting light in the wetlands; the applicant’s lighting consultant said the fixtures are cut‑off and motion‑activated and that modelled foot‑candle levels at the wetland edge are near zero.
The commission continued the public hearing and requested specific follow‑ups: (1) water‑quality testing locations and protocols, (2) a plan showing the upgraded culvert/vault detail and an accessible inspection structure, (3) options that move storage and retaining walls farther from the stream and reduce fill, (4) the invasive‑species removal and monitoring protocol with explicit treatment methods and (5) clarification on regional referrals and any outstanding agency comments. The hearing was continued to allow the applicant to revise drawings and supply the requested analyses.
