Pella staff proposes ending vacation rates for some city utilities; council asks for ordinance language

City staff proposed removing vacation rate discounts for several municipal utility services, citing administrative burden and instances in which customers failed to notify the city when they returned from vacation.
Mike explained that currently the city offers reduced minimum bills for solid waste and lower minimums for some telecommunications services when customers are temporarily away. Staff said administering these exemptions is time consuming and can be prone to misuse, particularly when customers do not notify staff on their return. On fiber services, staff said the systems can detect usage but billing and monitoring processes are not integrated to automatically resume full service charges when activity restarts.
Council members asked whether the technical ability exists to detect resumed usage; staff said monitoring is possible but that the staff time and cost to implement automated billing triggers may outweigh benefits for the relatively small number of accounts affected. A representative from Midwest Sanitation described logistical complexities when tenants and landlords move and when short, last‑minute returns occur.
Council asked staff to return with ordinance language for formal consideration and a vote.
