St. Martinville council adopts LA OCD grant policies, appoints mayor and clerk as program coordinators

The Mayor and City Council of St. Martinville unanimously adopted a resolution Sept. 9 to implement the State of Louisiana Office of Community Development (LA OCD) Local Government Assistance Program policies required for the city’s 2023 LCDBG Clearance Grant. Councilman Mike Fuselier introduced the resolution; Councilman Carol Frederick seconded it.
The measure adopts the LA OCD Local Government Assistance Program Policies and Procedures and appoints individuals to required compliance roles for the life of the grant. Mayor Jason Willis was named Fair Housing Coordinator and Residential Antidisplacement Officer and was authorized to execute grant-related documents, including the Cooperative Endeavor Agreement, project application, Environmental Review Record, certifications, and contracts. City Clerk Lorrie Poirier was appointed Equal Employment Opportunity Officer, Section 504 Coordinator and Compliance Officer, Labor Compliance Officer, and Section 3 Coordinator.
The resolution cites compliance with the State LA OCD Grantee Administrative Manual and with applicable federal requirements noted in the resolution text, including Title VIII of the Civil Rights Act of 1968 and Executive Order 11063 for fair housing, Section 3 of the Housing and Urban Development Act of 1968 for local hiring and contracting priorities, 2 CFR 200 for procurement procedures, and Section 504 of the Rehabilitation Act of 1973 for disability access and grievance procedures. The council also adopted a Resident Anti-Displacement and Relocation Assistance Plan, a Monitoring Plan, Contract Administration and Duplication of Benefits policies, a Language Access Plan, and a Citizen Complaint Policy.
The Language Access section adopts use of the Louisiana Hearing Impaired Relay System and provides relay numbers for information and TDD/voice users. The resolution records that the policies and appointments apply for the life of the LA OCD Local Government Assistance Program tied to the 2023 LCDBG Clearance Grant Project.
The vote was recorded as unanimous among those present: Mayor Jason Willis, Councilman Mike Fuselier and Councilman Carol Frederick (three yes votes). Councilmen Jonas Fontenette, Janise Anthony and Flo Chatman were listed as absent. With no further business, Mayor Willis adjourned the special meeting.
