State requires changes at 362 West Elm Street; commission notes wetland‑mowing concerns

WEO Bruce Driska reported the commission received a plan for 362 West Elm Street after the State Department of Transportation required changes to an access drive created without state approval.
Driska said the plan highlights wetlands borders and upland review areas and requires removal of an existing 675 sq. ft. gravel area within the Connecticut DOT right‑of‑way and within the upland review area; that area will be planted with grass. He said the state is exempt from wetlands permits for the activities it requires.
Driska also noted additional proposed work to enhance an existing paved driveway apron and to address other gravel areas that are outside the upland review area. He recalled prior concerns about mowing in the wetland area and said he will ask the property owner to stop mowing within the wetland.
Chairman Tanner Steeves and commissioners discussed that the proposal was prompted by the state rather than by the owner and that the activity will minimize curb cuts. No formal action or vote was recorded; the WEO will follow up with the property owner on mowing and compliance questions.
