Conservation commission approves Charlene Jennings‑Malcarne’s site work at 27 Bahr Road with conditions

The Deep River Conservation and Inland Wetlands Commission on Feb. 12 unanimously approved an application from Charlene Jennings‑Malcarne to place fill around a house and construct a footing‑drain outlet in the upland review area at 27 Bahr Road.

Jason Nemergut, representing the applicant, said the parcel is 6.7 acres with a proposed free split of 4.8 acres and that “the house will be elevated for a basement.” He said the proposed house and septic are outside the upland review area and that only a small portion of grading will occur at the edge of the upland review area.

The commission approved the plan with three written stipulations: the Wetlands Enforcement Officer (WEO) must be notified before work begins; sedimentation and erosion control measures must be installed according to WEO specifications; and four wetland‑edge medallions must be installed on trees at the wetland flags identified on the plan (flags 4, 7, 10 and 24). The footing drain was described as approximately one foot wide and one foot deep at its deepest point.

Chairman Tanner Steeves and commissioners discussed the limits of clearing and placement of medallions after Nemergut presented a revised plan showing a dashed line for clearing limits. Carol Libby moved to approve the application with the conditions; Jake Ricker seconded the motion, and the vote was 5–0 in favor.

The approval requires the applicant and contractors to follow erosion‑control measures and to coordinate with the WEO before work begins; the commission recorded these requirements as conditions of the permit. The commission’s minutes list the four medallion locations and the footing‑drain dimensions as site specifications.

Next procedural step: the applicant may begin work once the WEO has been notified and the specified erosion controls and medallions are in place.
