Springport council adopts 2026–27 budget, approves insurance renewal, AT&T agreement and MDOT contract

The Village of Springport Council on Feb. 12 unanimously adopted its fiscal 2026–27 budget and approved a set of related items including an insurance renewal, a telecommunications site agreement and a Michigan Department of Transportation contract for M‑99 improvements.
President Barnette convened the meeting at 7:00 p.m. and Clerk/Treasurer Theresa Woolworth conducted roll call; council members J. Bartley, K. Bartley, Cavazos, A. Ward and C. Ward were present, and Severns was recorded absent.
Council first approved two sets of minutes from recent meetings. It then moved to new business. Council member J. Bartley moved, and Council member C. Ward seconded, a motion authorizing Manager Saylors to accept a Liability and Property Pool insurance quote “to not exceed $14,930.” The roll call vote recorded ayes from J. Bartley, C. Ward, President Barnette, K. Bartley, Cavazos and A. Ward; the motion carried.
Council next adopted Resolution 26‑1, a resolution to adopt the Village of Springport budget for the fiscal year March 1, 2026–Feb. 28, 2027. The motion was made by Council member C. Ward and seconded by Council member K. Bartley; the roll call vote was unanimous of those present and the resolution was adopted.
Council then adopted Resolution 26‑2, amending the budget for the fiscal year March 1, 2025–Feb. 28, 2026. The motion by Council member K. Bartley, seconded by Cavazos, carried with the same six members voting aye and Severns absent.
The council approved an Option and Structure Use Agreement with New Cingular Wireless, PCS, LLC (AT&T). The motion was made by Council member K. Bartley and seconded by Council member C. Ward; the roll call vote recorded ayes from the six members present and the motion carried.
Finally, Council adopted Resolution 26‑3, approving the contract between the Michigan Department of Transportation and the Village of Springport for construction improvements on M‑99 within village limits. The motion was made by Council member J. Bartley and seconded by Council member K. Bartley; the motion carried by roll call vote of the members present.
All votes reported in the meeting minutes were roll call votes with the recorded outcome that Severns was absent for the proceedings. No public comment was recorded during the meeting.
The council adjourned at 8:33 p.m. The next scheduled Village Council Workshop Meeting is March 10, 2026, at 7:00 p.m.; the next regular meeting is March 12, 2026, at 7:00 p.m.
