St. Martinville council approves hires and contracts, tables personnel matter; mayor breaks tie on landscaping hire

The St. Martinville Mayor and City Council approved multiple personnel actions and contract payments at their July 1 regular meeting, while tabling one employment-status matter and taking a tie-breaking vote on landscaping services.
Council approved publication of the June 17 minutes and the payment of city bills. The council unanimously hired Cherie Guilbeau as a part-time docent at $10.00 per hour, effective July 1, 2024. On the recommendation of Chief Ricky Martin, the council unanimously provisionally appointed Letroy Johnson to sergeant and changed his rate from $16.57 to $18.90 per hour, effective July 2, 2024.
A substitute motion by Councilman Mike Fuselier, seconded by Carol Frederick, to table discussion of employee Otis Chatman's employment status until the next meeting passed 3–2 (Yeas: M. Fuselier, C. Frederick, J. Anthony; Nays: J. Fontenette, F. Chatman).
The council created a Procurement Coordinator position on the Mayor's recommendation, but a separate motion to delay hiring the coordinator until the next meeting carried 3–2 with the same voting pattern.
On contracts and payments, the council unanimously approved a $6,500 payment to RM Partners for full rights to the city website created by Eddie Lau; the website will be updated by Side & Associates and Mr. Lau will maintain the city's social media. A separate resolution unanimously adopted the city's consent to termination of consultant Kimya Cruz's contract, waiving the usual 30-day notice and accepting termination effective June 30, 2024.
A motion to hire Lawn Magic to maintain landscaping around City Hall at $300 per month produced a split vote (Yeas: Jonas Fontenette and Flo Chatman; Nays: Mike Fuselier and Carol Frederick; Abstain: Janise Anthony) and resulted in a tie. Mayor Jason Willis cast the deciding vote in favor of Lawn Magic.
What happens next: several items—most notably the Procurement Coordinator hiring—are set for further action at upcoming meetings. The council also directed the city attorney to prepare proposed ordinances to amend the mobile home ordinance, which will be presented at the next meeting.
