Jackson County Commission approves courthouse renovation contract, consultant selection and rescinds solid-waste policy

The Jackson County Commission on Jan. 28, 2026, approved several routine and substantive items, including a contract for courthouse renovation engineering services, acceptance of the county's 2025 Rebuild Alabama annual report, rescission of a prior solid-waste policy, and selection of a consultant for the SS4A safe-streets program. All votes recorded in the minutes passed unanimously.
Commissioner Kevin McBride moved and Commissioner Chris Gulley seconded approval of Bill Whittaker Architecture to provide engineering services for the courthouse renovation, authorizing the Commission Chairman to sign the contract. Commissioner Paul Kennamer moved to approve the 2025 Rebuild Alabama annual report; Commissioner AJ Buckner seconded. Commissioner Chris Gulley moved to rescind the Solid Waste agreement (originally approved Dec. 20, 2023) that assigned property owners responsibility for renters' accounts; Commissioner AJ Buckner seconded and the motion carried.
On a separate item, County Engineer Jonathan Campbell presented consultant evaluations for the SS4A (Safe Streets and Roads for All) program, recommending Kimley-Horn based on a scoring methodology he reviewed for the Commission. Commissioner Kevin McBride moved to set aside rules and Commissioner Chris Gulley seconded; Commissioner AJ Buckner then moved to approve Kimley-Horn as the recommended consultant and Commissioner Paul Kennamer seconded. The motions passed on unanimous votes.
The minutes show few public comments and include presentations and staff reports on security and notification systems and pavement markers. The Commission closed the meeting by scheduling its next regular session for Feb. 9, 2026, at 5:00 p.m. in the commission boardroom.
