Downtown property owner asks council where to find grant and code help for big rehab

At the close of the meeting, property owner Yasvir Torres spoke from the public‑comment podium about a two‑story downtown building undergoing rehabilitation and asked how to meet inspection requirements and find financial help.
Torres described the property as a heavy rehab—a collapsed upper story and work still needed on roofing and utilities—and said he had received a $10,000 Main Street grant but needed larger assistance (he estimated a new roof could cost about $100,000). He asked what would happen if the building failed inspection during renovation and how people without grant writing expertise could navigate available programs.
City staff pointed Torres to Community Economic Development and the Building Department for technical assistance and grant directions, and the mayor noted Main Street of Ottumwa as an additional resource. Chief Canto said building‑under‑construction situations are handled through building‑department permitting and that grants and phased programs are typical routes to support historic downtown rehabilitation.
Torres thanked staff and said he will continue working with Main Street and city staff on financing and permitting. The council then recessed and scheduled a closed session.
