Tower council sets preliminary levy increase at 5% and approves a string of infrastructure and contract actions

At its Sept. 9 meeting the Tower City Council voted unanimously to set a preliminary levy increase of 5%, approved a pole-building lease with Tinde – USA, LLC, accepted the 2023 audit, and authorized several grant-related projects and contracts for local infrastructure.
The Tower City Council on Sept. 9, 2024, set a preliminary levy increase of 5% and approved a series of motions covering audits, leases and grant-funded projects.
Mayor David Setterberg presided as the council voted unanimously on motions that included accepting the 2023 financial audit and authorizing work and agreements tied to local infrastructure and procurement. Councilor Joe Morin made the motion to set the preliminary levy increase at 5%; Councilor Bob Anderson seconded the motion, which passed unanimously.
In votes that followed, the council approved a lease for the Tower pole building, authorizing an initial agreement with Tinde – USA, LLC. Councilor Joe Morin moved to approve the lease; Councilor Josh Zika seconded and the motion passed unanimously.
The council also accepted the Financial Statements and Supplementary Information from the year ending Dec. 31, 2023, following a presentation by Lead Auditor Devin Ceglar of Walker, Giroux & Hahne. Councilor Joe Morin moved to accept the audit; Councilor Bob Anderson seconded and the motion passed unanimously.
Other formal votes included: • Approval of a pay application for Struck & Irwin Paving for the 2023 Airport Crack Seal Project and authorization to execute Minnesota Department of Transportation Grant Agreement 1057778 for airport improvements (excluding land acquisition). Motion by Councilor Norby; second by Councilor Morin; passed unanimously. • Acceptance of SEH’s proposal for a Storm Sewer Assessment and Mapping Project funded through an MPCA OSG Stormwater Grant for $20,000, contingent on confirming scope and removing a specified sentence in the assumptions. Motion by Councilor Josh Zika; second by Councilor Joe Morin; passed unanimously. • Authorization to solicit propane bids for one- and two-year contract terms. Motion by Councilor Joe Morin; second by Councilor Norby; passed unanimously. • Formation of an ad hoc committee for upcoming AFSCME negotiations comprised of Mayor David Setterberg, Councilor Joe Morin, City Attorney Brunfelt, and Clerk/Treasurer Michael Schultz. Motion by Councilor Josh Zika; second by Councilor Morin; passed unanimously.
The motions that carried at the Sept. 9 meeting were recorded as unanimous decisions with no recorded dissent. Council adjourned at 7:35 p.m.
