Joint facilities committee previews FY2026/27 draft budget and approves superintendent vehicle purchase

Public Utilities Administrator Anthony DeSimone presented the draft FY2026/27 budget to the joint facilities committee, identifying expected increases in salaries, overtime, pensions, insurance, electricity and sludge disposal. He recommended adding certain operating costs to each WPCA and noted Colchester chose to opt out of mowing Prospect Hill but retained mowing for the OC station; Colchester DPW will assume routine mowing at Prospect Hill to reduce tick-bite concerns.
Members approved a motion by John Suprono, seconded by Peter Villa, to purchase a new superintendent vehicle not to exceed $53,000; the vote was recorded as 5-0. Other procedural actions included approval of the December 16, 2025 minutes (motion by Stephen Coyle, seconded by John Suprono, vote 4-0) and an adjournment motion by Stephen Coyle, seconded by Peter Villa (vote 4-0).
Staff updates: Mr. DeSimone reported that 292 West High Street received Planning & Zoning approval and Town Council approved a purchase-and-sale agreement; a Town meeting vote will be required to finalize the purchase. He also said East Hampton provided all required information for the sewer rate analysis and the consultant is awaiting additional information from Colchester.
Next steps: budget refinements and any changes or corrections are expected at the February 17 meeting; staff will report back on the vehicle procurement and property-acquisition steps for Town meeting consideration.
