Council approves parking and stop-sign ordinances, professional-service contracts and routine licenses

The Carroll City Council on April 24 handled a series of routine but substantive items, adopting two local ordinances, approving professional-service agreements, agreeing to a water-service dedication from a private developer, and approving a police vehicle purchase.
Ordinances: Council adopted Ordinance 69.08 (parking provisions for East/Southeast Street) and Ordinance 65.02 (stop-required change for East Street). Staff explained the changes remove provisions for a roadway vacated to the Kemper property and establish northbound stop signage and restricted parking along portions of the roadway. Both ordinances were adopted after motions and unanimous roll-call approvals among members present.
Consent agenda: The council approved the consent agenda — which included minutes, bills and claims, and license renewals (Carroll Moose Lodge, Walgreens #10770, Hy-Vee) and a temporary outdoor-service amendment for Be Kindred LLC/ The Cupola and special-event alcohol permits for local sports groups. Council confirmed dram-shop insurance will be in place and that it covers the city; the consent agenda passed with six 'yes' votes and one abstention (Greiman).
Contracts and agreements: Council approved a professional-services agreement with JEO Consulting Group for a Northwest Park shelter-house project (ADA-compliant restrooms and relocation to a flatter build area) and a water-service agreement whereby Kemper Catholic School System will replace a water main and dedicate it to the city once it meets specifications. A professional building consultation and plan-review agreement with V&K was approved to support inspection and plan-review needs as licensing progresses.
Police vehicle: Council approved purchase of a 2026 Ford Police Interceptor utility hybrid from Champion Ford of Carroll for $43,818 (lowest bid), with a 2021 Interceptor to be sold through GovDeals upon delivery. Staff said the expected delivery is six to eight weeks.
Votes at a glance: Consent agenda approved (yes 6, abstain 1). Ordinances 69.08 and 65.02 adopted (unanimous among present). JEO consulting agreement approved (roll-call yes votes). Kemper water-service agreement approved. V&K agreement approved. Police vehicle purchase approved.
