During construction of the wastewater treatment plant digestor and VLR conversion project, staff and the contractor identified a need for two exterior working platforms at the digestors’ access doors to improve operational safety and allow valve and pump maintenance. The proposed cost is $23,560.50 and the contractor requested a 90‑day extension to the contract completion date.
Randy said the platforms are approximately 4 by 8 feet, require custom fabrication and footings, and were not anticipated in the original bid because of changes in the digestor covers and access. Council members pressed why the platforms were not included in the design; staff said the need emerged during construction and the contractor provided a price. Randy said the platforms are required to safely operate valves and pumps that sit about 23 feet below access points.
Council approved the change order to add the platforms and the 90‑day extension on a roll‑call vote, citing operator safety as the primary rationale.
