Council approves $268,723 in JEO consulting amendments for water pressure‑zone project

Carroll City Council approved three amendments to professional‑services agreements with JEO Consulting to provide construction‑phase project management, construction administration and observation for the water system pressure‑zone improvements.

Randy summarized the three amendments: Group A (distribution) includes project management and construction administration with in‑house city staff performing construction representation; Group B (booster station) adds construction observation for building and mechanical systems; Group C (water tower) includes project management, construction administration, observation and specialized tower inspections. Amendment fees total $268,723, raising JEO’s total project fees to $767,223. Staff listed an overall project cost and projected revenue of about $5.5 million.

Council members pressed staff about the soils report and the risk of unconsolidated fill at the building site. Randy acknowledged that unknown fill under the building’s floor could require selective excavation and recompaction once footing excavation begins and said that the contract was intentionally bid to avoid overpaying for wholesale removal of all fill. He told the council the bonding term for this work would be 20 years. When asked about practical responsibility for construction errors, the city’s position is that the contractor is required to build to plans and specifications and JEO would be responsible for design errors.

Council approved the three amendments (Group A, Group B, Group C) by individual motions and roll‑call votes. Staff said Group A’s contract completion date is Dec. 31, 2026; Group B and C completion dates are Dec. 31, 2027.

Council members asked for continued oversight of change orders and for staff to monitor the compaction issue closely as construction begins.
