Council reinstates Public Safety Advisory Committee after debate over residency requirement

The Ottumwa City Council moved forward with Ordinance No. 3253 on its second consideration to reinstate a Public Safety Advisory Committee to serve as a liaison between citizens and the city’s public-safety departments.
Mayor Foot described the committee’s role as helping the police, fire and EMS departments and providing a public forum for safety and traffic issues. The ordinance language under discussion originally included a requirement that county appointees own property or operate a business within the city. Several council members said that requirement could exclude interested residents who support the city while others argued certain boards that affect tax or direct cost decisions should require residency or property ownership to ensure accountability.
Local business owner Rick Hinesley spoke in favor of reinstating the committee and described how a business perspective could help both commerce and public safety. After debate the council agreed to remove the restrictive language and proceed with the ordinance as revised. A roll-call vote on the motion to approve recorded four or five yes votes with at least one 'no' vote recorded during the discussion; the council proceeded with the ordinance on the floor.
The council also discussed procedures for appointments and the timing for required readings if the ordinance were amended again. The reinstatement creates a public venue for nonbinding recommendations and community input but does not itself appropriate funds or change departmental authority.
