The Detroit Lakes Planning Commission voted to approve a non‑conforming use expansion permit to allow a rooftop deck on a water‑oriented accessory building at 1342 East Shore Drive for Robert and Stacy Savage.
Larry, a planning staff member, told the commission the request is an expansion of a non‑conforming use (not a variance), that the structure’s location will not change and that similar rooftop decks exist on other Detroit Lake properties. He said neighbors were invited to the public hearing but none attended.
Applicant Bob Savage, who spoke for the record, said the boathouse originally had a flat roof beneath a later‑added peaked roof and that the rooftop access is requested for mobility reasons. "My wife has trouble getting down the stairs to get down to the lake and she's had hip surgery and it would be nice if we could have that for the access," Savage said.
A commissioner moved to approve the permit with the findings presented by staff; another commissioner seconded. The commission approved the motion by voice vote and the chair announced the motion carried.
Larry said the planning commission’s recommendation will go first to the Community Development Committee and then to the City Council for final action, with the council scheduled for the second Tuesday (the 14th) at 5:00 p.m. in the same chambers.
