Kennebunk Select Board and Budget Board review FY2027 proposed budget; staff to provide debt and fund-balance details
Summary
On Feb. 5, 2026 the Select Board and Budget Board reviewed the Town Manager’s proposed FY2027 municipal budget. Finance Director Kayla Tierney presented a year-to-date FY2026 update and the FY2027 managerial summary; board members asked for a consolidated debt-service snapshot and whether the unassigned fund balance could fund FY2027 capital.
Kennebunk — Finance Director Kayla Tierney presented the Town Manager’s proposed FY2027 managerial budget and a year-to-date update for FY2026 at a joint Select Board and Budget Board meeting on Feb. 5, 2026.
Tierney summarized FY2026 expenditures and revenues through Jan. 29, 2026, and outlined the gross municipal budget, total revenues and other financing sources that together produce the net municipal budget. She also reviewed the budget calendar and noted supporting documents available on the town website.
Select Board Chair Miriam Whitehouse asked that future budget presentations include Budget Book page numbers alongside slide materials to help board members and the public locate referenced information.
Budget Board member Charles Auger requested a consolidated snapshot of the town’s debt service, asking for historical payments and anticipated future obligations to be presented ‘‘in one snapshot’’ so the boards can see the town’s debt picture at a glance. Budget Board Chair Fred Weber asked whether the town’s unassigned fund balance would be a viable funding source for FY2027 capital projects.
Tierney acknowledged those requests and said she will provide updated information, including the requested debt-service detail and clarification about using the unassigned fund balance for capital, at the next scheduled meeting. No votes or formal actions were taken at the Feb. 5 session.
