Staff said the plaque is not considered commercial messaging under the sign ordinance and that administrative approval is possible for non-permanent plaques, but because of public interest the application was brought to the board. A board member noted the application materials, including draft language, were in the packet and moved to approve BAR26-21 as presented; the motion was seconded and passed with no recorded opposition.
Staff also noted preliminary research on eligibility for inclusion of additional historic attributions (for example, Manchester Historic Black) and cautioned that earlier changes to the building could affect historic-plaque eligibility. The board approved the plaque as presented and reminded the applicant it can still pursue refinements with staff.
