Springport council approves $35,465 software upgrade, adopts budget amendment and appointments; rental-inspection ordinance tabled 30 days

The Springport Village Council on Dec. 11, 2025 approved a software upgrade, adopted a budget amendment and committee appointments, and delayed action on a proposed rental-inspection ordinance.

President Barnette called the meeting to order at 7:01 p.m., and Village Manager Saylors recorded the roll. Councilmembers present were J. Bartley, Cavazos, Severns, A. Ward and C. Ward; K. Bartley was listed as absent.

Councilmember A. Ward moved, seconded by Severns, to approve a BS&A software upgrade in an amount “$35,465.00 or less.” The motion passed on a roll-call vote: ayes — A. Ward, Severns, Barnette, J. Bartley, Cavazos, C. Ward; absent — K. Bartley. The upgrade is intended to update the village’s administrative software systems; no additional funding source details were specified at the meeting.

The council next adopted Resolution 25-12, a budget amendment for the fiscal year March 1, 2025–Feb. 28, 2026, on a motion by Councilmember C. Ward, seconded by Severns. The resolution passed unanimously among members present.

On a motion by J. Bartley, seconded by Cavazos, the council adopted Resolution 25-13 to appoint individuals to village positions, with the explicit addition of Ray Hernandez to the DDA. The council’s roll call showed all present members voting in favor.

Councilmembers also moved to lay proposed Ordinance 2026-1, described as an ordinance to encourage property maintenance and establish rental housing standards, on the table for 30 days. The motion by Severns, seconded by Cavazos, carried on a unanimous vote of those present; K. Bartley was absent.

During committee reports, the council noted that the Planning Commission and Cemetery Board had no report, zoning reported approval of a sign change request, the Police Committee reported that Police Chief Lincoln had submitted his report, and Parks and Recreation said the village held its annual Christmas tree lighting on Dec. 6, 2025.
