Harford County Board of Estimates approves nearly $2.5 million in contracts, fleet purchases

The Harford County Board of Estimates on Jan. 27 approved multiple procurement awards and vehicle purchases totaling roughly $1.97 million for facility improvements and about $1.12 million for vehicle acquisitions and fleet replacements.
The board approved a $997,010 recommendation from the Department of Public Works to award Solicitation No. 25-088 to Strayer Contracting, Inc. for interior renovations at the Emmorton Recreation Center, including upgrades to the batting cage, locker rooms and front lobby. The recommendation was presented by Drew White of the Department of Public Works and moved by Treasurer Robert Sandlass with Joseph Siemek, director of public works, seconding the motion. The motion was approved unanimously with one member absent.
The Department of Emergency Services asked the board to approve a consultant contract for the Emergency Services Transporter Supplemental Payment Program (ESPP). Michelle Sexton said the county intends to contract directly with Public Consulting Group LLC to prepare the annual ESPP report and to separate that work from EMS billing services; the department recommended a contract not to exceed $300,000 per year. That motion likewise passed unanimously with one member absent.
Other contract and equipment approvals included a $154,100 award to Delaware Elevator, Inc. to modernize the elevator at the Harford Center; a $184,335 purchase of three 2026 12-passenger Transit vans from Apple Ford, Inc. for Harford Transit LINK operations; and several purchases from Hertrich Fleet Services, Inc. for highways fleet replacement: three 2026 Ford F-550s with enclosed utility beds ($307,377), four 2026 Ford F-550 mini dump trucks ($504,724), two 2026 Ford F-350s with snowplows ($125,652), and two 2026 Ford F-350s with utility beds and cranes ($198,848). Each recommendation was presented by county staff, moved by Sandlass and seconded by Siemek, and each motion was approved unanimously with one member absent.
Board members first approved the meeting minutes from Jan. 13 by general consent, and Robert McCord opened the meeting with an announcement that the county was following Open Meetings Act procedures. The meeting was adjourned at 1:20 p.m.; Michele Silvestri served as recording secretary.
