Corydon council approves purchase of used Rosenbower pumper truck for up to $290,000

The Corydon City Council approved the purchase of a 2017 Rosenbower pumper truck and related equipment for the Corydon Fire Department for up to $290,000 at its Sept. 16, 2025 special meeting.
Justin Abel, representing the fire department, told the council the department reviewed the truck’s specifications and that Chief Cobb, who was out of state, had test-driven the vehicle and reported it was in excellent condition and that pumps and onboard equipment operated as expected. Abel said American Fire Equipment (AFE) had offered the truck at an original price of $290,000 and that Chief Cobb had negotiated a purchase price of $280,000; AFE also agreed to include about $8,000 worth of new hoses with the sale. Abel noted the truck still needs additional accessories, including ladders, tires and decals.
Stacy Gibbs, the administrative city clerk, advised the council to budget up to $290,000 to cover ancillary equipment and replacement items because the truck is sold with no warranty. Gibbs told the council the $56,000 down payment (20 percent) would come from the Rural Fire Protection fund and the remainder of the purchase would be financed as a general obligation bond. Gibbs reported that Corydon State Bank offered a 3.9 percent interest rate for a seven-year term and that the city’s financial counsel confirmed that was the lowest available municipal rate identified by counsel.
Councilor Bryan Wolfe moved to approve the purchase of the Rosenbower pumper truck from American Fire Equipment and additional equipment for up to $290,000; Councilor Kyle Hampton seconded. Presiding Councilor Chase Clark called the vote: Clark, Hampton and Wolfe voted yes; there were no nays. Councilor Dawn Christian was unavailable by phone for the final vote. The motion carried.
The purchase will require a down payment from the Rural Fire Protection fund and a general obligation bond to finance the balance; the council did not specify a payment schedule or bonding ordinance at this meeting. The council listed the next regular meeting for Sept. 24, 2025, where follow-up items could be addressed.
