Polk City advances water, sewer and stormwater ordinance changes on first reading

On April 27 the Polk City Council held first readings on several utility ordinances as part of the fiscal year 2027 budget and utility planning process.
Staff presented an ordinance amendment to Chapter 90 to align Polk City's water usage restrictions with the Central Iowa Water Works (CIWW) updated water use plan. The changes focus on mandatory lawn‑watering restrictions when CIWW declares a higher stage of water reductions, describe a 48‑hour notice period for irrigation violations, and establish disconnection and a $150 reconnection fee for persistent violations.
The council also heard first readings for rate ordinances prepared with financial analysis from PFM. Staff recommended a 7.5% increase to the water rate effective in the new fiscal year; that proposal is designed to support future debt such as a water tower, Saylorville expansion and CIWW buy‑in. Andrew recommended a phased approach to avoid larger future spikes.
A proposed 5.5% sewer rate increase for FY2027 also advanced on first reading; staff cited updated cash‑flow projections and trunk sewer and WRA cost pressures as the rationale. Council discussed timing and the overall sewer program but moved the ordinance forward.
Finally, staff presented a first reading to raise the stormwater utility monthly fee by $0.50 to $5.50. Council discussed the recent pace of stormwater fee increases and asked staff for more clarity on irrigation rates and the analytical basis; staff agreed to post supporting PFM material online for review.
All items were advanced on first reading and will return for further action at subsequent meetings.
