Polk City moves forward on trail phase and trailhead construction; low bid recommended to Caliber Concrete LLC

The Polk City Council on April 27 authorized staff to proceed with the award process for the Polk City Job and Trail Phase Five and trailhead construction contract, recommending Caliber Concrete LLC of Adair, Iowa as the apparent low bidder (about 5% under the engineer's estimate). The council adopted plans, specifications and the form of contract and authorized staff to finalize DOT contract execution steps.
Staff explained the project includes combined federal and state recreation/trail funding. Because of the federal component, the city must administer the agreement as a federally aided job and designate an authorized person in responsible charge; staff recommended Chelsea serve in that role for administration and directed Snyder & Associates to act as the city’s construction administration/observation agent. If the project stays approximately on budget, the city’s net share of construction costs was estimated at under $100,000; additional professional services and construction administration estimates bring the project‑level local commitment (professional services plus construction) toward roughly $330,000 in staff estimates.
Council approved the resolution awarding the contract and also approved a not‑to‑exceed professional services addendum with Snyder & Associates to provide construction administration and observation services, which staff said is needed given federal reporting and documentation requirements.
Next steps: staff will execute required DOT contract paperwork, schedule a pre‑construction meeting with the contractor and monitor federally required documentation and reporting during construction.
