Polk City defers award for Regional Park Phase One after council seeks post-bid evaluation

Polk City — The Polk City Council voted on March 23 to defer awarding the construction contract for Polk City Regional Park Phase One so staff can complete a post-bid evaluation of the apparent low bidder.
City consultant Jason Lent said the plans and specifications before the council were substantially the same as those previously presented and recommended approval of the contract documents. When the council moved to consider awarding the contract, one member raised concerns about bidder responsibility and whether the apparent low bidder deserved extra scrutiny before the city finalized an award.
Rather than proceed with an immediate award, the council requested a formal post-bid responsibility review and the opportunity for the bidder to present supporting evidence. City staff recommended tabling the award to complete that review. Chelsea, speaking for staff, recommended the council defer action so staff could “work on that evaluation.”
Russ Carrell, owner of Graphite Construction Group, responded to council questions at the podium about his firm’s experience, litigation history and self-performing capabilities. Carrell detailed recent local work and said his company shifted toward self-performance after subcontractor problems during the COVID period. He told council the firm has completed projects ranging from athletic complexes to site grading and acknowledged some past subcontractor-related lawsuits.
Council then moved to defer formal award of the contract while staff completes the post-bid evaluation; the motion to table the award passed by roll call vote. The deferral leaves the procurement open for further review rather than rejecting the bid outright.
What happens next: City staff will carry out the post-bid responsibility evaluation and bring findings back to council at a later meeting. The council did not set a date for final action; staff advised the matter could be returned to a future agenda once the evaluation and any bidder responses are complete.
