Charlemont Selectboard approves transfers, recycling agreement, grants and routine business

The Charlemont Selectboard on July 15 approved a series of routine and programmatic items including FY24 year-end budget transfers, recycling and event agreements, a legal invoice and a cybersecurity grant.
Administrator Sarah Reynolds read the year-end transfers and the board voted to accept them after motions by Amy Wales and Valentine Reid; both motions passed unanimously. The board also signed payroll and vendor warrants and accepted the minutes from the July 1 meeting.
On recycling, Jared Bellows moved and Valentine Reid seconded a motion to sign the annual rigid-plastics agreement. The board noted that metal revenue helps pay for a dumpster (approximately $87–$92 per year) and that unsupervised use during Shelburne transfer station days had complicated operations; the motion passed unanimously.
The board approved the ESC Bike event application with required department approvals, approved KP Law invoice #14872 to include in last year’s budget, and voted to accept and sign cybersecurity grant paperwork for a $45,000 award intended to fund multifactor authentication, staff training and an incident response review. Valentine Reid moved and Jared Bellows seconded approval of the cybersecurity grant paperwork; the motion passed unanimously.
The Selectboard reviewed Town Hall flooring samples and discussed a budget of $12,500 for the three offices; the board agreed to seek quotes, including from Hall Tavern Farm while checking conflict-of-interest thresholds.
Next steps: staff will follow up to incorporate approved items into administrative records and post any grant-related deliverables; multiple items will be revisited at future meetings as needed.
