Board ratifies fuel contracts, amends truck-springs order and adjourns

Charles J. Volpe, purchasing agent for the City of Danbury, presented several procurement items at the Board of Awards meeting on Feb. 11, 2026, and the Board took unanimous action on each.
Volpe reported that the Equipment Maintenance Department requested an additional $22,000 to amend an existing as-required purchase order to Danbury Auto Spring that had been issued under the State of Connecticut contract for up to $20,000. Because the amended total would exceed the Purchasing Agent’s $35,000 authority, T. Nolan moved to allow the amendment and to permit any additional required services for the balance of the fiscal year under the State contract; D. Garrick seconded and the motion carried unanimously.
Volpe also reported three separate fuel-related bids and the Board ratified locking in the apparent low bidders’ offered fixed prices due to volatility in the oil market and the bidders’ limited-price-validity clauses (valid until 2:00 PM on Feb. 10, 2026). For heating fuel (Bid #01-25-26-03) Norbert E. Mitchell Co., Inc. was the apparent low bidder at $2.4686 per gallon for the period July 1, 2026–June 30, 2027; the incumbent price was $2.649/gal. For motor fuels (Bid #01-25-26-04), Norbert E. Mitchell Co., Inc. was apparent low bidder at $2.2275/gal (unleaded) and $2.4691/gal (diesel) for the same period. For propane autogas for the Danbury Public Schools bus fleet (Bid #01-25-26-05), Mitchell submitted the only bid at $1.119/gal (incumbent $1.30/gal). Volpe stated he contacted Norbert E. Mitchell to lock the offered prices and moved to ratify the actions; D. Garrick seconded and each motion carried unanimously.
With no further business, Attorney T. Norris moved to adjourn at 10:14 A.M.; D. Garrick seconded and the Board adjourned.
