Committee supports transferring two surplus parcels to EDA for marketing and redevelopment

The finance committee moved a resolution to forward to council authorizing transfer of two city‑owned parcels to the Economic Development Authority for marketing and sale.
Melissa Michelson, an EDA representative, described the parcels: 3 Mattel Street (the former YDC building) and 305 East Piccadilly Street (a small corner lot formerly with a historic house now demolished). Michelson said the parcels are not being maximized by city ownership and that the EDA is better positioned to market and pursue redevelopment. "The plan here in the resolution authorizes the city to convey both of these parcels to the EDA to market and sell and, develop economic development in both of these areas," she said.
Committee members noted the Piccadilly parcel sits outside the historic district and likely will require rezoning (current zoning EIP; adjacent zoning HR‑1). Members emphasized aesthetic considerations given the parcel’s visibility on a prominent circle and asked staff to ensure cooperative agreement provisions address use and appearance. A committee member moved to forward the resolution with a recommendation for approval and the committee voted to send it to a future council meeting for action.
Any rezoning or sale terms will be considered later by council; the current committee action forwards the resolution and authorizes staff to proceed with cooperative‑agreement drafting with the EDA.
