City staff presented a proposed amendment to Chapter 6 (building regulations) that updates the building permit fee schedule to reflect in‑house electrical inspection fees, standardize valuation using the International Code Council model, and institute annual indexing based on the Bureau of Labor Statistics Producer Price Index.
The presenter told the committee the last comprehensive fee update was in 2021 and the set of changes—bringing electrical inspection back into the city's role, moving permits to OpenGov software and removing duplicate or unused fees—prompted a cleanup and a new fee methodology. "We had a really good look at all of the fee schedules... added the electrical inspector, added the electrical fees," the presenter said.
Committee members asked whether the new fee structure would cover the added inspection position's salary and vehicle. Staff said revenues should cover salary over time and that the indexing methodology will avoid frequent ad hoc adjustments. A committee member moved to forward the fee ordinance with a recommendation for approval; the motion passed by voice vote and the item will be considered by the full council.
The proposed ordinance includes a redline and a clean version of the fee schedule for council review; staff said effective dates and automatic indexing were included so fees adjust annually with the index.
