The Northern Bristol County Public Health Alliance approved a set of expenditures and adopted new Standardized Operating Procedures (SOPs) to clarify training and purchase approvals for FY26.
A motion by Sheri Miller-Bedau and second by Elizabeth Moreira passed by roll call approving Danielle’s coverage for the Yankee conference, Sheila’s TB training conference attendance (pending DPH approval), Melissa Silverman’s memberships in the Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN) and the Massachusetts Environmental Health Association (MEHA), and regional staff encryption software for Outlook (price to be determined).
Erika Syokau proposed a revised expenditure approval process designed to streamline routine purchases: all training approvals will still require an advisory board vote, but each community will receive a $500 community allocation for supplies processed via a Google Form; purchases over $1,000 will require a board vote while purchases under $1,000 will be handled by regional staff with form submission. Line items were assigned for nursing supplies (Melissa) and health communications (Sydney); inspector supplies remain TBD.
Geri Hamel moved and Elizabeth Moreira seconded approval of the new SOPs for training, purchase requests, and reimbursements for FY26; the board approved the SOPs by roll call vote. Erika said she will follow up on whether malpractice insurance for nurses can be covered (to check with Bethany) and will look into bulk procurement of COVID tests.
The board recorded assigned follow-ups and will circulate the SOP document and related Google Form with meeting minutes.
