Atchison County commission approves IT and outreach spending, discusses grading RFP and holds executive sessions

Atchison County — At their June 30 meeting, the Atchison County Board of County Commissioners approved routine administrative items, authorized cybersecurity and outreach spending, and directed staff to prepare an RFP for grading a county-owned 12.5-acre parcel.

Routine approvals and votes

The board approved the day's agenda and several consent items, including the county counselor's June billing statement (49.5 hours) and the posting of an EMS sales-tax informational video provided by Courtney Keegan. The commission also approved an annual SentinelOne endpoint-detection renewal — an IT security subscription — for $7,150 to be paid from the IT budget; the motion passed by voice vote, 3-0.

On the SurveyMonkey subscription used by the county clerk, commissioners debated whether to auto-renew the $468 annual plan. One commissioner said there was no plan for routine use and opposed auto-renewal without a concrete plan; the board did not approve an automatic renewal at this meeting and asked staff to return with options.

Grading RFP for county property

Commissioners discussed issuing an RFP to grade 12.5 acres at the Me Road and Highway 73 parcel to match an engineering grading plan, establish two entrances and create space for equipment staging and future utility work. Commissioners expressed a preference to give local contractors some advantage where lawful; County Counselor Mr. Van Paris advised an open, competitive solicitation but noted local preference practices have been used historically and recommended modest local-preference percentages (five to seven percent) if the commission wishes to protect local bidders.

"I would suggest you use an open and competitive process for soliciting proposals that you can then work from," Van Paris said, adding that selective solicitation to competent local contractors is permissible.

Executive sessions and personnel discussions

The board recessed into multiple executive sessions under Kansas statutes to discuss non-elected personnel matters and attorney–client privileged matters; each recess was adopted by motion and the board returned to open session with no formal action reported.

Other business

Commissioner Campbell used his comments to urge residents to be careful during Independence Day events, noting local emergency responders are prepared for increased calls over the holiday. The board also discussed next-week agenda items including the road and bridge RFP and a budget workshop scheduled to follow the meeting.
