Atchison County adopts updated rules for Atchison County Lake, including seven-day camping limit

Atchison County — The Atchison County Board of County Commissioners on June 30 unanimously adopted a resolution updating governance, rules and fees for Atchison County Lake and recognizing the County Lake Committee as an advisory, coordinating body.

The measure, adopted as Resolution 2026-1565, replaces the county's 2018 lake resolution and spells out the committee's role, reserved powers for the commissioners, and operational rules for camping, boating and events. Ian Saxton, chair of the county lake committee, told commissioners: "Last weekend was probably the fullest that we've had the lake and we probably collected the most revenue," citing shelter rentals, camping and special events as reasons to update governance.

Under the resolution, the designated representative is the duly appointed chair of the Atchison County Lake Committee, assisted by approved committee members. The committee may make recommendations about projects, fees, reservations, infrastructure, events and fundraising, but "shall not independently expend county funds, execute contracts, convey county property interests, or exercise powers reserved to the board of county commissioners unless specifically authorized," the resolution states.

Key operational provisions include:

- Camping and reservations: Camping is allowed only in designated areas and may require advanced reservations, deposits and posted rules. A $50 deposit practice was discussed for damage or cleanup claims. Campsite stays are limited to seven consecutive calendar days; after that a camper must remove equipment and stay off the property for at least seven consecutive days before re-establishing occupancy. The resolution bars circumvention of occupancy limits through campsite transfers or unattended equipment.

- Quiet hours and conduct: Quiet hours are set from 10 p.m. to 7 a.m.; excessive noise, amplified music and disorderly conduct during quiet hours are prohibited.

- Enforcement and collections: The county and designated representatives may suspend or revoke privileges for nonpayment, damage, false information or failure to comply with lawful directions. Outstanding balances may be handled through the county treasurer and lawful collection methods.

- Improvements and ownership: Authorized improvements (recreational, safety, conservation and infrastructure) become county property on completion; unauthorized private construction is prohibited.

Commissioners discussed volunteer liability and waivers, signage and how to handle exceptions for long-term construction projects or heavy equipment staging. County Counselor Mr. Van Paris advised that volunteer coverage typically depends on the county's liability insurance and the facts of any incident; he also noted that the resolution's restriction on independent expenditure protects taxpayer funds.

Commissioner commentary stressed balancing revenue generation with preserving the lake's character. The board adopted the resolution by voice vote, recorded as three in favor and none opposed. The county clerk confirmed the adopted resolution number as 2026-1565.

What happens next: The clerk will finalize the signed resolution for county records and staff will implement reservation procedures, signage and a revenue line for lake reservations so receipts can be tracked separately.
