Peosta’s City Council approved a professional services agreement (PSA) with Ebstern Kim to design Highway 20 access improvements, with staff summarizing project cost shares and next steps.
Staff said the construction estimate used in the grant application was $352,000. Under the anticipated DOT arrangement the department would fund 55% (about $194,000) with the city responsible for the remaining roughly $158,600; staff noted DOT’s matching may be capped at $200,000 in some scenarios.
Council discussed contract language regarding easement preparation and clarified staff does not expect easement acquisitions because work will be inside city or DOT right-of-way. Staff also explained there are typically two engineering contracts for projects like this: one for pre-letting work and one for construction phase services; BNK-style resident-review work would come later for the construction phase.
Council then moved and approved the PSA with Ebstern Kim so that engineering work can proceed to letting and permitting.
