State Bond Commission approves package of bond, loan and election items

State Treasurer John Fleming convened the State Bond Commission on March 19, 2026, at the State Capitol in Baton Rouge. After Ms. Snell called the roll, the commission approved the minutes of the Feb. 19, 2026 meeting on a motion by Senator Rick Edmonds, seconded by Speaker Phillip R. DeVillier, with no objections.
Staff member Ms. Folse then provided synopses of grouped agenda items. The commission approved Items 3–28 — local governmental units matters tied to the June 27, 2026 election date — on a motion by Speaker DeVillier, seconded by Senator Edmonds. The commission likewise approved Item 29 (Claiborne Parish Hospital Service District No. 3); Items 30–31 (loans for local political subdivisions); Items 32–35 (final bond approvals for local political subdivisions); Item 36 (Jefferson Parish School Board); Item 37 (Board of Supervisors of Louisiana State University and Agricultural and Mechanical College); and Item 38 (Louisiana Energy and Power Authority). All approvals were made on motions by Speaker DeVillier, seconded by Senator Edmonds, and recorded as approved "without objection."
Ms. Folse also provided status updates on Items 39–42 (cost of issuance reportings), Item 43 (State of Louisiana General Obligation Bonds), and Item 44 (monthly reports); those items were entered into the record. The commission noted the arrival of some members during later agenda items (for example, Angelique Freel arrived during consideration of Item 38; Senator Glen Womack was noted as arriving during Items 30 and 31; Senator Franklin Foil was noted as arriving during Item 37; Representative Jack McFarland was noted as arriving during Items 32 through 35).
The meeting was adjourned on the motion of the chairman, State Treasurer John Fleming, without objection.
