City engineering staff updated the council on a set of three railroad crossing projects. The North Grand crossing project (a Section 130 federal program) will replace crossing materials, narrow the street through the crossing and add new signals; the work also triggers replacement of a 4‑inch water main under the tracks with a 12‑inch main and cured‑in‑place lining of roughly 370 feet of sanitary sewer under the tracks.
With the CPKC closure agreement, Bracket Street will be regraded and improved to serve as the primary truck access route; the crossing geometry will be improved to allow trucks and low‑profile vehicles to cross safely. Staff said $200,000 in closure incentive funds help offset costs. The tentative schedule calls for the council to approve preliminary plans and set hearing dates next week, bids to be opened March 12, a public hearing March 16, preconstruction late March, and construction starting May with the Bracket Street work prioritized and substantial completion of North Grand and Iowa Lane by late August (before school and parade dates).
Staff noted some right‑of‑way negotiations remain and that contractor railroad agreements take roughly four weeks after contract award. The council asked staff to continue coordination with the railroad and return with updates on easement acquisition and procurement progress.
