Randy, the public works presenter, reported that the new VLR (vortex‑level reactor) air piping was brought online and is supplying air to the treatment process, a step staff hopes will help reduce nitrogen concentrations in effluent. He said the city has a compliance optimization schedule and expects to use operational adjustments over the coming months to meet nitrogen targets, noting the compliance window runs until about August 2026.
"We have until about August of '26 to optimize that plan," Randy said, describing the timetable in the environmental compliance schedule. He told council that if plant optimization succeeds, additional capital construction may not be necessary; if not, further capital work would be the city’s last option.
Randy also discussed several longer‑running regulatory challenges. Carroll City has worked for years to address a low copper discharge limit and has pursued a BLM (bio‑ligand model) and translator study to gain higher permit limits; staff said turnover at DNR slowed finalization of those studies and the city is seeking translator adoption to avoid expensive copper‑removal construction.
On chlorides, Randy said the city is currently violating the permit chloride limit and that remedies—such as central softening or R/O—carry substantial capital and operating costs. He cited a rough capital cost estimate of about $25 million for a central softening option and cautioned that those alternatives also generate secondary wastes and operational complexities.
In funding terms, Randy reiterated that the sewer fund intends to use a bond (the session cited a proposed ~$1.675 million issuance) to complete the digester and VLR project and will set aside annual transfers for potential copper or nutrient projects as needed. No formal permitting or regulatory decisions were made at the meeting; council was briefed on the technical and timing constraints facing the utility.
