Randy, an agency official for Carroll City, told the council the original manufacturer no longer produces the specific light heads used on US‑30 and that a vendor has offered to custom‑build replacements. "They have a couple of conditions on their offer," Randy said, citing a minimum order quantity of 10 units and a required 50% prebuild deposit.
Randy reported unit and pole prices and gave a total purchase price of $98,279.60 for 10 heads and poles. He recommended inventorying the additional seven heads for future replacements. Council members asked whether older inventory could be reused; Randy said the highway fixtures differ from pedestrian sidewalk fixtures and would appear out of place if mixed.
Councilors also asked about insurance reimbursements for fixtures damaged by vehicle strikes. Randy said the city expects to submit one recent claim and that the city typically obtains a police report for hits; he said some reimbursements have been received in past cases but are limited.
Laura, a city staff member in finance, explained the resolution would "create a debt instrument" and certify the $98,279.60 to the county auditor for collection from future TIF receipts (identified in the meeting as fiscal year collections). Council then voted to authorize purchase and to approve the resolution authorizing advancement of costs from the general fund with repayment from the TIF.
The measure passed by roll call; councilors voiced general support for preserving the highway's uniform decorative lighting and asked staff to track collisions and insurance recoveries going forward.
The council asked staff to report back if insurance reimbursements are collected and to track when fixtures are struck so the city can pursue reimbursement consistently.
