The plan inventories existing signals along U.S. 30, recommends inspection and maintenance procedures, and breaks improvements into short-, mid- and long-term projects with cost estimates. Staff said the city is preparing an alternative financing approach that would bundle the improvements into a single bond issue and present that option during budget and bonding discussions.
Council members discussed pedestrian safety at the Adam Street and Court Street intersections and whether to add flashing yellow pedestrian beacons. Randy, the staff presenter, cautioned that flashing beacons can give pedestrians a "false sense of security" and said the state does not fund these local signals—local jurisdictions own signals on state right-of-way. A council member observed that removing some signals and proceeding with other treatments could save "anywhere from 750 to almost a million dollars" compared with full replacement costs.
Council voted to accept the master plan; staff will present the single-bond financing alternative with the other bonding proposals during the budget review process.
