Council backs $5.625 million Clark Street reconstruction grant application to federal STBG program

Carroll City Council voted to commit local funding and to submit a federal Surface Transportation Block Grant (STBG) application to reconstruct Clark Street from near St. Anthony Hospital south to U.S. 30.
City staff presented an estimated total project cost of $5,625,000 and said the city will seek $1,000,000 in federal aid (federal fiscal year 2030) toward that total. The proposed reconstruction would be full depth and include pavement, sewer, water, storm sewer and sidewalks; staff said the project would replace the entry currently in the capital improvement program slated for 2030 if the grant is awarded.
When asked about timing, staff said award decisions are likely in May and that federal funds can be reduced or adjusted by the granting agency. Staff also explained the federal-aid eligibility process—streets are classified jointly with state DOT representatives and only a percentage of mileage is eligible for federal aid.
