Council approves extension of Region 12 home-rehab program to preserve workforce housing units

Carroll City Council on a unanimous vote approved Amendment No. 1 to the Region 12 home construction rehabilitation agreement, extending the program timeline but not increasing the city’s financial commitment.
City staff and Region 12 representative Rick Huninger told council the amendment carries forward remaining capacity from the two-year program so the consortium can reach its goal of rehabilitating 10 homes for workforce housing. "All they do is submit a purchase agreement to us and we reimburse them for the $30,000," Rick Huninger said, describing the reimbursement mechanism the program uses to make homes affordable for buyers at 80 percent of area median income.
Council members asked how Region 12 can find more eligible houses and whether the program could be modified to allow new construction. Huninger said the Region 12 contract is currently limited to rehabilitation work and that finding houses that are both in need of significant investment and still inexpensive enough to sell to 80 percent AMI buyers—"the sweet spot"—remains a challenge. He noted the program typically invests more than the $100,000 minimum in renovations to make units market-ready.
Several council members suggested outreach to local realtors to surface candidate properties, and staff said Region 12 obtains contractor quotes and typically leverages other programs such as down-payment assistance and tax credits to keep units affordable. Council moved and approved the resolution to authorize Amendment No. 1, HF241, with a roll-call vote that carried the motion.
Next steps: Region 12 will continue outreach and submission of purchase agreements for qualifying homes; the city will not allocate additional funds as part of this amendment.
