Carroll City council adopts plans and awards contract for 12th Street reconstruction

Carroll City Council unanimously approved plans, an ordinance establishing street grades and the award of a construction contract for the 12th Street reconstruction project at its late-February meeting.
City staff said the plans, prepared by McClure Engineering and filed Nov. 11, 2025, cover pavement removal and replacement, sidewalk repairs, a box-culvert and municipal-utility work along 12th Street between Northwest and Grant Road. Randy, the city's presenting staff member, said the project uses DOT standard specifications required by the federal-aid funding and recommended adoption of the plans, specifications, form of contract and estimate of cost.
The council adopted an ordinance establishing the street grades for the reconstruction (which also included short segments of West Street and 13th Street) and waived second and third readings after staff noted much of the profile was already reflected in the adopted plans. After bids were opened by DOT, staff reported Holstein Excavating (Edertton, Minn.) as the apparent low bidder at $3,833,657.25 and recommended award of the contract at that price. "Holstein Excavating from Edertton, Minnesota was the low bidder at 3,833,65725," Randy said during the meeting.
Councilors questioned map extents, curb-ramp work near Grant Road and the sequencing of readings; staff clarified the project ends on the west edge of the intersection and includes pedestrian curb-ramp improvements on the east side of Grant Road. The project will proceed under DOT contract requirements because of federal funding participation.
With the contract award, staff said the lower-than-expected bid reduced the city's previously stated total-project estimate. Staff recommended proceeding with contract execution consistent with DOT authorization and the council voted to approve the award.
The council directed staff to continue coordinating final contract documents, right-of-way and utility work and to schedule construction per DOT timelines.
